Senior Analyst/Test Planner

 

Education:

Masters Degree in a technical field (systems, math, science, engineering, computer programming, or technical related field).  A Master’s Degree in a non-technical field may be substituted with 8 years of test and evaluation experience.

 

 

Experience:

 

Required:

·       At least five years experience required in test and evaluation-related functions, including test planning, data collection and analysis, and test control and execution. 

·       Experience required in at least one (two or more desired) military specialty, such as test and evaluation, command and control, operations and operations planning, system acquisition, and systems engineering and analysis.

·       Must have at least six years of military or government civilian experience.

 

Desired:

·       Joint duty or active participation in a joint duty assignment is a plus.

 

Job Description:

Provides technical oversight for test concept development to feasibility studies.   Provides operational experience for identifying test scenarios, candidate test venues, test design, test products, and programming of resources to feasibility studies and quick reaction tests (QRTs).  Reviews JT&E and QRT nominations for compliance to standards.  Coordinates closely with Feasibility Study Directors and Program Managers in developing and writing Program Test Plans, preparing Technical Advisory Board and Senior Advisory Council briefings, and training team members.  Recognized as a technical leader and resource.  Represents the JT&E Program Office and works closely with the JT&E Technical Director.

·       Responsible for development of the test concept, to include identification, evaluation, and selection of appropriate test methods and venues for collecting the required data.

·       Assists in the identification of appropriate test products, to include definition of products, customers, sustaining agencies, and transition strategies for each product.

·       Responsible for the development, refinement, and maintenance of a coherent project schedule, to include an implementing Work Breakdown Structure that allocates resources to identified project tasks and schedule milestones.

·       Assists in the development of a Consolidated Resource Estimate to implement the selected test concept.

·       Responsible for identifying areas of technical risk and risk assessment, determining the influence of test limitations and mitigations on the planned test, and assisting with the development of the evaluation plans for JT&Es and QRTs.

·       As tasked, provides support to JT&Es and QRTs in development and execution of Detailed Test Plans and Program Plans and analysis and evaluation of results.

·       Develop, review, and present specialized JT&E-related training on assigned topics to JFS, JT&E, and QRT management and staffs and JT&E nominating agencies.

 

Required Skills:

·       Must be proficient in the standard Microsoft suite (Word, Excel, PowerPoint, Access, and Project).

·       Must possess outstanding written and oral communications and presentation skills.

·       Must have skills to lead and manage integrated process teams.

·       Must possess skills to facilitate joint warfighter advisory group and test planning working group meetings that will consist of military, civil service, and contractor personnel.

·       Must be able to travel as needed.

 

Clearance:

Must possess an active Top Secret clearance and be eligible for SCI access.
